A.Garner@iaea.org) Duration of Appointment: 2 years (1 year initially and subject to a 1 year extension) Salary and Benefits Package: up to US$95,000 per year depending on experience and qualification of candidate Duty Station: Vienna, Austria with up to 50% travel in the Nubian Sandstone Aquifer countries Organisational Context The International Atomic Energy Agency (IAEA) Department of Technical Cooperation consists of a Division of Programme Support and Coordination and four Regional Divisions. The objective of the Regional Divisions is to respond to relevant developmental priorities in Member States (MS) through effective programme management, increased engagement of Member States, partnership building and improved coordination in the region and to contribute to increased self-reliance of Member States in the application of nuclear techniques. The Department of Nuclear Sciences and Applications is charged with the implementation of the IAEA’s Major Programme on Nuclear Techniques for Development and Environmental Protection. This programme supports the utilization of nuclear and isotope techniques, on their own or integrated with other technologies, to assist in providing unique solutions to helping solve sustainable development issues such as agricultural productivity and food security, improvement of human health, water resources management, assessment and management of the marine and terrestrial environments and industrial applications using radioisotopes and radiation technology. The IAEA Water Resources Programme is responsible for providing the substantive i.e. in this case water resources expertise, within IAEA support activities. In this context, the IAEA has developed a strategic partnership with UNDP/GEF for the benefit of the countries that share the Nubian Sandstone Aquifer System (Chad, Egypt, Libya and Sudan) in formulating a Medium-Sized Project (MSP) on an Action Programme for the Integrated Management of the Shared Nubian Aquifer. The focus of the MSP will be to enhance the existing regional coordination and management mechanism for the critical and effective joint management of the Nubian Aquifer in parallel with the Agency’s efforts to use isotope hydrology techniques to characterize the aquifer system. In view of the crucial importance and potential role of isotope hydrology in achieving the objectives of the MSP, the IAEA was selected by UNDP/GEF to be the Executing Agency for the implementation of the MSP. The project was launched in July 2006 and hiring the Project Manager/Chief Technical Advisor (CTA) is an important element of the current inception phase based on the terms of reference description in the UNDP project document. In accordance with UNDP criteria, a Project Manager is needed to manage the day-to-day field activities of the project. The Project Manager will report directly to the Director of the Division for Africa and the Head of the Isotope Hydrology Section (Manager of the Water Resources Programme) and will oversee and participate where necessary in activities to be implemented in the region (Chad, Egypt, Libya and Sudan) in accordance with the agreed work plan of the IAEA/UNDP/GEF Medium Sized Project on the Nubian Sandstone Aquifer System. Under the overall supervision and policy guidance of the Project Steering Committee (PSC) and with the managerial and technical support of the IAEA Core Management Team (CMT), the Project Manager shall be responsible for the management and implementation of field activities in the IAEA/UNDP/GEF Nubian Sandstone Aquifer System (NSAS) project Role The Project Manager will consult and coordinate closely with the National Project Coordinators (NPCs) in the Nubian Sandstone Region (Chad, Egypt, Libya and Sudan), other relevant national institutions, UNDP as Implementing Agency (IA) respective UNDP national offices, the other members of the Project Steering Committee, as well as representatives of partner agencies in order to ensure effective implementation of the Project in the participating four countries. The agreed project work plan will provide guidance to the Project Manager on the day-to-day implementation of the project national and regional activities as outlined in the project document and on the integration of the various donor funded parallel initiatives. The Project Manager shall be responsible for all substantive, managerial and financial reports from the Project in the field to be submitted to and approved by the Executing Agency (IAEA). The Project Manager will provide overall supervision of all GEF project consultants as well as coordinate with partners responsible for implementing sub-components of the project Main functions • Oversees and participates in relevant field activities in the project region (Chad, Egypt, Libya and Sudan) as agreed in the project work plan and in close consultation and coordination with UNDP, the IAEA Core Management Team, National Project Coordinators and other partners and members of the Project Steering Committee (PSC), prepares and reviews the annual work plan of the project integrating best practices and innovative policies and strategies and applying quality management standards and a results based approach. • Assesses progress and reports on achievement of project results in line with QM standards as well as IAEA and UNDP/GEF guidelines; identifies lessons learned and proposes adaptations and innovations to monitoring and assessment mechanisms and tools; submitting quarterly reports highlighting achievements and constraints and propose solutions; advises the core management team concerning project disbursements to ensure delivery is in line with the approved project budget in order to realize delivery levels. • Expedites and coordinates project implementation establishing collaborative relationships with MS institutions recommending innovative approaches to project execution and capacity building; ensures the timely and effective implementation of human resource and equipment components, preparing the technical specifications of equipment and materials to be procured under the project and preparing and developing terms of reference for consultants and contractors, reviewing the quality of their work and ensuring timeliness of the submission of their reports. • Develops and maintains networks and partnerships with national institutions, ensuring consistency between the various programme elements and related activities provided or funded by other donor organizations; • Contributes to the documentation of knowledge by proposing examples of best practices and success stories, as well as replicable strategies and approaches and actively shares and applies this knowledge. • Acts as focal point or resource person, where needed, for cross-departmental issues for this project; fosters and establishes links with other related water resource management projects in the region relevant to the Nubian Sandstone Aquifer System Project, i.e. other GEF programmes in the international waters portfolio and in related focal areas (land degradation, biodiversity, climate change etc.); Education • Advanced University degree in water resources management or a directly related field (e.g. hydrology, hydrogeology, natural resources management, environmental management, etc). Experience • Minimum of 7 years of progressively responsible experience in fields related to the assignment, including at least 2 years at a senior management level; planning ability, demonstrated diplomatic and negotiating skills in an international context. familiarity with the goals and procedures of international organizations, in particular those of the GEF partners (UNDP, UNEP, World Bank). • Thorough knowledge of regional and national water policies, programmes and challenges in developing countries. • Excellent familiarity with and work experience in the Northern African region. Language requirements: • Excellent knowledge of English and Arabic is needed and knowledge of French would be desirable
