Duration 1 year (6 months probation period) with a possibility of annual extensions to the end of the Institutional Strengthening Project (ISP), based on the performance.
Background
The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile which include Burundi, Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Rwanda, Sudan, Tanzania and Uganda. Eritrea participates actively as an observer. The NBI seeks to develop the river in a cooperative manner, share substantial socioeconomic benefits, and promote regional peace and security to achieve its shared vision of “sustainable socioeconomic development through the equitable utilization of, and benefit from, the common Nile Basin water resources” through a strategic action program. The Stragetic Action Program is made up of two complementary programs: the basin wide Shared Vision Program to build regional institutions, capacity, and trust and to lay the foundation for unlocking the development potential of the Nile, which can be realized through concrete investments carried out under the subsidiary action programs (SAPs). The Subsidiary Action Programs to initiate concrete investments in the Eastern Nile and Nile Equatorial Lakes (NEL) sub-basins. The programs are reinforcing in nature.
The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) is an investment program within the framework of the NBI. NELSAP consists of a Council of Ministers and a Technical Advisory Committee (NELTAC). The mission of the NELSAP is to contribute to the eradication of poverty, to promote economic growth, and to reverse environmental degradation in the NEL region. NELSAP oversees the implementation of the jointly identified SAPs and promotes cooperative inter-country and in country investment projects related to the common use of the Nile Basin water resources. The NELSAP-CU facilitates the preparation process, manages financial resources and builds sub-regional capacity for continued preparation and implementation of the NELSAP program of transboundary investment activities. A Coordination Unit (NELSAP-CU) based in Kigali, Rwanda, in collaboration with the NBI Secretariat in Entebbe, Uganda, facilitates the activities of the program. The NELSAP CU wishes to recruit a Water Resources Development/Hydropower Engineer.
Key functions and duties
The Water Resources Development /Hydropower Engineer will play a key role in the development of Water Resources Development Programs. The Engineer will contribute high calibre expertise into formulation and implementation of transboundary water resources /power development projects within the NEL-region
Duties and responsibilities
Under direction of the NELSAP Program Officers in charge of water resources and power development, provide technical support in project planning in general and scaling up of NELSAP water resources development projects in particular. This includes projects identification, preparation as well implementation supervision of hydraulic and hydropower projects.
Participate in establishment a regional power database and periodic regional power flow analysis
Assist in the coordination of the capacity building activities, including the implementation of short-term training courses for NELSAP country experts;
Provide peer review to reports in the view of improving NELSAP activities and programs.
Provide support to sub basin programs in the promotion of investments.
Participate in activities related to the NEL water resources Unit
Any other duties assigned by the NELSAP CU Coordinator or the Program officers
Qualifications and Experience
Bachelors degree in Engineering with Post-graduate degree in Hydropower Engineering /Hydraulic Engineering/ Water Resources Development
At least a minimum of 7 years experience in identification, design, preparation, supervision and coordination, hydraulic/hydropower projects within a river basin management context
Demonstrated understanding of transboundary aspects of the management of shared watercourses and the ability to apply this understanding to river basin development.
Strong interpersonal skills to be able to work and facilitate complex regional and sub-regional project preparation processes;
Strong management skills, including ability to provide strategic guidance, technical oversight, mentor staff, build strong teams, develop work plans, and manage budgets and expenditures
Relevant experience in management and financing in the public or private sector
Knowledge of Donors project management procedures
Proven ability to be a valued and contributing member of a multi-disciplinary team and to exercise high-level inter-personal skills in all situations.
Excellent computing skills, including knowledge of software applications;
Fluency in spoken and written English language and/or French; working knowledge of the other language is an advantage.
Experience working within Nile Basin countries is preferred and familiarity with NELSAP and NBI activities and processes is an added advantage.
