Background
The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile which include Burundi, Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Rwanda, Sudan, Tanzania and Uganda. Eritrea participates actively as an observer. The NBI seeks to develop the river in a cooperative manner, share substantial socioeconomic benefits, and promote regional peace and security to achieve its shared vision of “sustainable socioeconomic development through the equitable utilization of, and benefit from, the common Nile Basin water resources” through a strategic action program. The Stragetic Action Program is made up of two complementary programs: the basin wide Shared Vision Program to build regional institutions, capacity, and trust and to lay the foundation for unlocking the development potential of the Nile, which can be realized through concrete investments carried out under the subsidiary action programs (SAPs). The Subsidiary Action Programs to initiate concrete investments and action on the ground in the Eastern Nile and Nile Equatorial Lakes sub-basins. The programs are reinforcing in nature.
The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) is an investment program within the framework of the NBI. NELSAP consists of a Council of Ministers and a Technical Advisory Committee (NELTAC). The mission of the NELSAP is to contribute to the eradication of poverty, to promote economic growth, and to reverse environmental degradation in the NEL region. NELSAP oversees the implementation of the jointly identified SAPs and promotes cooperative inter-country and in country investment projects related to the common use of the Nile Basin water resources. The NELSAP-CU facilitates the preparation process, manages financial resources and builds sub-regional capacity for continued preparation and implementation of the NELSAP program of transboundary investment activities. A Coordination Unit based in Kigali, Rwanda, in collaboration with the NBI Secretariat in Entebbe, Uganda, facilitates the activities of the program. The NELSAP CU wishes to recruit a Junior Professional/ Water Resources Engineer.
Duties and Responsibilities
Assist the Water Resources Program office, in projects conceptualization, identification, preparation, quality assurance, reporting and evaluation.
Participate in special water resources studies as commissioned from time to time as delegated by management
Participate in activities related to the NEL water resources Unit
Provide GIS and RS support to the program and projects
Ensure liaison with other planned/operational projects within the sub region
Participate in regional Water Resources Project meetings and other activities. Prepare and present reports/briefings on the status of the sub basin project implementation and plans.
Perform related duties as assigned by the Water Resources Development Program Officer.
Qualifications and experience:
A Bachelors Degree in Civil Engineering with postgraduate degree in water resources engineering /water resources management.
At least two years of post graduation working experience
Knowledge of water resources modelling and GIS and Remote sensing applications is an advantage.
Excellent computing skills, including knowledge of software packages for word processing, databases and spreadsheets as well as software applications in water resources planning
Excellent written, analytical, presentation and reporting skills
Fluency in spoken and written English language and/or French; working knowledge of the other is an advantage.
Familiarity with NELSAP and NBI activities and processes is an added advantage.
